Housing Development Application, Sydney NSW

Project overview

iEnvi was engaged to undertake a preliminary site investigation (PSI) and soil sampling at a property in Sydney, NSW to support a development application to return the site to residential use. The property had been previously used for residential purposes and later became vacant land.

What we did

  • Completed a PSI including targeted soil sampling and site inspection.
  • Compiled a 253‑page technical report summarising laboratory results and observations.
  • Reviewed and assembled site history documentation, including historical aerial photography, street directory information and relevant government records.

Key finding

Based on observations, sampling results and the historical review, iEnvi concluded the site was suitable for the proposed residential use and the findings supported progressing a development application.

Why this matters for your development or transaction

  • Risk management: A completed PSI reduces uncertainty around contamination risks that can delay approvals or affect valuation.
  • Regulatory confidence: The report provides documentation commonly required by councils and certifiers when assessing development applications.
  • Time and cost savings: Early identification of issues avoids later-hold ups during DA assessment or construction, and helps scope any necessary remediation.
  • Transaction benefits: Clear technical advice supports negotiations, financing and use of the site in line with due diligence expectations.

Practical next steps and recommendations

  • Provide the full PSI report with the DA submission and to any engaged certifier or planning consultant.
  • If contamination indicators were identified (see full report), commission a targeted detailed investigation or remediation plan to satisfy council conditions.
  • Maintain chain‑of‑custody and laboratory documentation together with the report to streamline approvals.
