Targeted Soil Investigation, North of Brisbane, QLD

Project overview

lead contamination
Targeted testing confirmed historical lead related to a former rifle range.

iEnvi was engaged to undertake a Targeted Soil Investigation (TSI) for a portion of a recreational property north of Brisbane proposed for conversion to sports fields. The investigation focused on delineating historical lead in soil previously flagged in an earlier study that overlapped the proposed development footprint.

Why the investigation was needed

  • Historical rifle range use can leave lead shot and fragments in surface and near-surface soils.
  • Where planned construction or frequent public access is proposed (sports fields), assessing human health and environmental risk is standard due diligence.
  • A focused TSI is a cost-effective way to confirm the extent of contamination where a previous investigation indicates hotspots.

What we did

  • Conducted a site inspection and collected soil samples at targeted locations identified as elevated for lead in the prior investigation.
  • Compared historical information, observational evidence and laboratory test results to determine the presence and likely source of lead.

Key findings

  • Lead contamination consistent with historical rifle range use was confirmed at the site.
  • Reported levels were considered unlikely to cause significant environmental harm based on available information, and therefore iEnvi advised there was no statutory duty to notify regulators in this instance. (See verification notes below.)

Practical implications for development

For a public-access development such as sports fields, the primary commercial and compliance considerations are:

  • Managing potential human health exposure during construction and post-construction (players, maintenance workers, spectators).
  • Ensuring the development meets council and public landowner expectations for safety and liability management.
  • Minimising time and cost impacts on the project through targeted management rather than blanket remediation where appropriate.

Recommended next steps and controls

iEnvi recommended development of a Long Term Environmental Management Plan (LTEMP) to align with the general environmental duty (GED) under the relevant Environment Protection Act. Core LTEMP elements we advised include:

  1. Site-specific risk controls for construction (e.g. exclusion zones, soil segregation, PPE, decontamination procedures).
  2. Post-construction surface management to reduce exposure (capping with clean soils or turf establishment, administrative controls, signage if required).
  3. Monitoring and review triggers (periodic inspections, testing if disturbance occurs).
  4. Clear responsibilities and record-keeping to demonstrate ongoing compliance and to reduce transaction and liability risk for the landowner/operator.

Practical takeaways for owners and developers

  • A targeted investigation reduced uncertainty and avoided unnecessary large-scale remediation costs by confirming the contamination source and extent within the proposed footprint.
  • Preparing an LTEMP provides a defensible, regulatory-aligned approach to managing residual contamination while enabling development to proceed.
  • Before construction, confirm any specific contractor requirements and include environmental controls in tender documents to avoid program delays and cost blowouts.

Notes on regulation and verification

Regulatory obligations for contaminated land can vary by jurisdiction and by the specifics of contaminant concentrations, land use and potential for off-site migration. We have flagged the notification conclusion for confirmation against current Queensland regulatory guidance for this site (see review notes).
