South Australia: 2 x PSI on Agricultural Land for 70- and 50-Lot Residential Developments

Project summary

iEnvi completed two simultaneous Preliminary Site Investigations (PSIs) and soil assessments for a property developer near Adelaide, South Australia. The two agricultural properties were proposed for residential subdivision: a 70‑lot development on the first property and a 50‑lot development on the second (combined 120 lots).

What we did

  • Coordinated rapid local delivery through our partner (Fyfe) for site walkovers and initial assessment.
  • Completed targeted soil investigation and reporting for both properties within a single 3.5‑week engagement.
  • Advised the client on environmental and regulatory implications and recommended next steps where risk was identified.

Key findings

Property 1 (proposed 70‑lot development)

  • Site walkover identified a history of loam mining and landfilling activities.
  • Known disturbance and imported fill created a substantial risk of contamination and unacceptable sampling uncertainty for a simple PSI.
  • On that basis, iEnvi advised cancelling immediate sampling and moving to a larger, staged investigation rather than proceeding with limited sampling likely to be inconclusive or misleading.
  • Recommended actions included: a Detailed Site Investigation (DSI), targeted laboratory testing, geotechnical assessment of fill materials, a remediation strategy if required, and environmental auditor sign‑off prior to development approval.

Property 2 (proposed 50‑lot development)

  • Soil investigation detected no anthropogenic contaminants above relevant guideline levels; only low concentrations of a naturally occurring metal were present.
  • The site was assessed as suitable for the intended residential use subject to normal planning and engineering controls.

Commercial and regulatory implications

  • By identifying the likely severity of contamination risk early, iEnvi avoided unnecessary sampling costs and reduced the client’s immediate liability exposure — an outcome that can save developers several thousand dollars compared to proceeding without due diligence.
  • The first property will require further time and budget for a DSI, possible remediation works, geotechnical investigation and environmental auditor sign‑off. These steps are commonly required by regulators before subdivision approvals for land with imported fill or previous mining activity.
  • The second property progressed more quickly through the environmental clearance stage, reducing transaction and planning risk for that parcel.

Timing and delivery

All site investigations, on‑ground work and initial reporting for both properties were completed within a 3.5‑week period. iEnvi provides rapid local delivery through partner networks to meet tight transaction and planning deadlines.

Practical takeaways for developers and landowners

  1. Do a PSI early: early identification of fill, historical mining or dumping avoids wasted sampling and can save on contingency and remediation costs later in the project lifecycle.
  2. Use staged investigation: where fill or mining is suspected, move from PSI to a targeted DSI rather than relying on limited sampling that may not characterise risk adequately.
  3. Budget for remediation and auditor engagement: sites with significant imported fill commonly need remediation and an environmental auditor’s sign‑off to satisfy planning authorities.
  4. Keep transaction timelines realistic: contaminated or potentially contaminated sites typically add time to approvals and settlement unless addressed early.

Next steps

If you have a property with historical earthworks, fill or mining, consider a staged approach to investigation to protect your budget, timeline and development permissions. Contact iEnvi for practical, commercially focused advice.
